Professional Accomplishments

  1. Completed the Metropolitan Police Department Training Academy; 1st in the recruit class, receiving awards for Academics, Firearms Training, Driver Training and Physical Training.
  2. Promoted within the Metropolitan Police Department (MPDC) to Sergeant, Lieutenant and Captain through a competitive promotional process.
  3. Certified Master Trainer; Police Training Instructor taught criminal and civil law in the Metropolitan Police Department Training Academy.
  4. Researched, developed, wrote and managed the District of Columbia laws regulating private security licensing in the District of Columbia, Title 6A and Title 17, Chapter 21, of the District of Columbia Municipal Regulations. Served as Commander of the Security Officers Management Branch of the MPDC.
  5. Developed the Presidential Inaugural Security Plan for two (2) Presidents of the United States. (George H.W. Bush and William Jefferson Clinton)
  6. Developed and managed the Witness Protection Program for the Metropolitan Police Department (MPDC).
  7. Certified as a Management Assessor.  Assisted with writing the Promotional Examination for Baltimore City and Baltimore County, MD.
  8. Participated in one of the first Command Staff Meetings (COMSTAT) held by the Metropolitan Police Department.
  9. Certified Master Trainer; Director of Training and Development, Securitas Security Services; developed training programs for over 3000 security officers, first-line supervisors and managers.
  10. Served as Adjunct Instructor, John Hopkins University, teaching Business Management 101.
  11. Certified Incident Manager through FEMA.
  12. While serving as Director of Public Safety at Bon Secours Hospital in Baltimore, MD, developed the Active Shooter (Threat) Protocol for the Hospital.
    1. Developed New Driver Pamphlet titled, “Best Practices for Interacting With Law Enforcement.
    2. ”Presented material in the form of a Power-point Presentation to over 2000 students.
    3. Key-note Speaker at the Law Enforcement Memorial in Washington, D.C. First African American to speak during Police Week.
    4. Received three (3) years of crime reduction awards from Safe Cities USA, for managing crime and disorder in the City of District Heights MD.  District Heights recognized as one of the safest cities in the State of Maryland (2015; 2016; 2017).
    5. Received an Official Citation plaque from the Maryland General Assembly for outstanding performance by a Maryland Chief of Police (2016).
    6. Guest Speaker at the Prince George’s County Municipal Association Gala.
    7. Hosted six (6) Domestic Violence Seminars over the past six years, in Prince George’s County, MD.
    8. Professional writer; developed content for over 500 Government Technical Proposals and Grants.
    9. Certified Public Speaker.
    10. Safety and Security Consultant to the Downtown Business Improvement District and the Congressional Black Caucus Foundation (CBCF) for over 15 years.
    11. Served as the Chief of Police in the City of District Heights, MD. (2014 – 2019)
    12. Serving as the Chief of Police in Edmonston, MD. (2020 – Present)
